The Act 135 Alliance is coalition of nonprofits, developers, attorneys, and advocates committed to revitalizing communities through responsible Conservatorship practices under Act 135. We believe every neighborhood deserves to be free of vacant property and enjoy safety, dignity, and opportunity.
Conservatorship is a legal, court-supervised solution to vacant property and urban decay, designed to empower neighbors — not speculators.
Act 135 allows qualified petitioners to seek court appointment as a conservator to repair and repurpose abandoned, blighted properties. It bypasses years of legal stagnation common in tax or probate issues. The Alliance plays a vital role in educating stakeholders, advocating for responsible use of the law, and ensuring that Conservatorship remains a powerful tool for community revitalization rather than exploitation.
The Act 135 Alliance is a network of attorneys, community groups, developers, and housing advocates dedicated to using Pennsylvania’s Act 135 Conservatorship Law to responsibly eliminate blight and restore abandoned properties.
